A useful document list gives each item a purpose, an owner and a delivery point. It also distinguishes a commercial record agreed between buyer and seller from a document required by a particular authority. This guide is a practical coordination method for overseas purchases from Vietnam. The final clearance requirements must be established for the actual goods, route and destination.
1. Start with a document responsibility matrix
Before the order is placed, ask the exporter and destination broker to agree which records are needed, who prepares them, who checks drafts and when originals or electronic versions must be available. Record whether an item is to be lodged with an authority, retained for review or exchanged only for the contract.
| Document or review item | Typical coordination purpose | Applicability question |
|---|---|---|
| Purchase order and specification | Identifies the goods, agreed quality and commercial obligations | Which version has both parties accepted? |
| Commercial invoice | Describes the commercial shipment and its value | What content and timing apply to this transaction? |
| Packing information | Links quantities, packages and identifiers | Does it describe the packages actually loaded? |
| Transport document | Supports the agreed transport and release arrangements | Which document is appropriate to the mode and contract? |
| Source and species information | Supports traceability and any applicable declarations | Is the information linked to this lot and verified? |
| Customs, origin or specialist records | Supports the procedure or claim concerned | Is the document required, optional or inapplicable in this case? |
This table is not a list of documents that every shipment must submit. For example, an origin document used for a preferential claim needs the relevant origin conditions to be checked; it should not be requested as an unexplained standard attachment to every order.
2. Reconcile drafts while corrections are still practical
Use one agreed order reference and a controlled specification version. Check the spelling and role of the parties, product description, quantities, units, package count and shipment identifiers across the drafts. Differences may be legitimate, but they should be explained. The weight of packed goods is not necessarily the same measure as the net timber quantity used for pricing.
Assign a coordinator on each side. Send a consolidated correction list rather than several contradictory edits. Keep a record of the final approved draft and the issued version. An approval to issue a draft invoice should not silently amend the technical specification or waive an unresolved quality issue.
3. Confirm the exporter-side procedure
Ask the Vietnamese exporter or its customs representative to identify the procedure and supporting records that apply to the goods. Vietnam's customs rules have amendments, including Circular 121/2025/TT-BTC, effective from 1 February 2026. Read the applicable provisions and amendments together rather than using an old checklist solely because it worked for a previous order.
The practical questions are which records must be filed, which must be shown if requested and which must be retained. Also establish who can issue each specialist document. A supplier-created statement is not automatically an acceptable replacement for a record that must come from an authorized body.
4. Verify the destination separately
United States. Ask the importer or broker to check the finished goods against current import and declaration requirements. APHIS publishes guidance on plant-product imports and Lacey Act declaration scope. An assembled product needs assessment as the actual imported article; the supplier should not choose a tariff code merely from one component's name.
South Korea. Ask the Korean importer to verify customs filing, any applicable timber-legality controls and plant-quarantine requirements as separate matters. Korea Customs Service's import-declaration guidance is an official starting point for customs coordination. It does not by itself settle all specialist requirements for a particular wood product.
China. Ask the Chinese importer or broker to confirm current product access, quarantine, declarations and any relevant registration or permit requirements for the actual species, processing state, source and entry point. Use official GACC information as the reference route. This guide does not conclude that a particular timber product is approved for entry.
For another destination, obtain the corresponding official guidance and name the person responsible for validating the product scope. Record the date. A statement from a carrier about freight availability is not a destination import-approval decision.
5. Do not mix customs origin with harvest country
The harvest country concerns where the wood was harvested. Customs origin concerns the applicable origin rules for the goods and, where relevant, a preference claim. The country from which the finished product is shipped is another fact. These may coincide, but they should not be substituted for one another without evidence.
If imported raw material is processed in Vietnam, the source chain may be important for timber-related declarations, while the processing and origin rules determine the separate customs-origin question. Have the responsible specialist check the facts before a preferential price assumption is built into the order.
6. Close the shipment file against what was loaded
At loading, reconcile package references, quantities, packing condition and vehicle or container details where applicable. Check whether any wood packaging, dunnage or replacement material was added after the earlier inspection. Keep the agreed loading evidence with the document file.
Maintain an open-items list for records that are legitimately issued later. State the expected issue event and responsible party. A record should not be marked accepted simply because it was received. On arrival, compare the final document set and any authority notices with the agreed procedure, and retain the explanation of corrections.
